Reduce the calories even more...substitute evaporated milk for the half and half.
Combine half and half, water, butter, garlic, salt and pepper. Bring to a boil. Add pasta and reduce heat. Simmer, covered for 15 min. Remove from heat, stir in cheese, and serve with a little grated Parmesan and parsley flakes on top.
